| 2 | AIMS & OBJECTIVES |
| 2.1 | AIMS |
| 2.1.1 | The principal aim of FEU is to enhance fire safety and provide expertise to European bodies in matters concerning the development of fire brigades and fire safety in Europe and especially in respect of organisation and management, structure; technical skills, training and fire engineering so as to gain the most effective, efficient and economic means for mitigating the loss and damage to life, property and national economies by fire, other emergencies (including catastrophic national disasters) and all related environmental issues. |
| 2.2 | OBJECTIVES |
| 2.2.1 | To provide advice on the management, organisation, responsibilities, financing and structure of fire and rescue services, to the European Union and to all other relevant organisations and to the constituent associations of FEU. |
| 2.2.2 | To express the opinion of FEU on any matter associated with civil protection, disaster management, fire safety, fire service management, fire fighting, rescue and other emergency operations. |
| 2.2.3 | To promote appropriate levels of cross border co-operation between the brigades of adjacent countries. |
| 2.2.4 | To promote appropriate levels of cross border co-operation between the brigades of adjacent countries. |

| 3 | MEMBERSHIP |
| 3.1 | Shall comprise the countries of Europe which have, at national level, organisation(s) which are able to include representation of the views and interests of career principal fire officers responsible for the strategic management of those matters identified in 2.1.1 and 2.2.2.* Such countries shall automatically be able to become members of FEU subject only to them complying with its aims, objectives and obligations. * Annex 2 lists the national organisations from which membership shall be drawn. |
| 3.2 | Obligations Members (i.e. Nations) shall be represented by a maximum of three delegates who should be serving career principal fire officers; be senior members of their respective national association(s) and be mandated to represent one national consensus view on any matter of interest to FEU. Each country shall be entitled only to one vote notwithstanding the number of representatives forming its delegation to FEU. |
| 4 | SUBSCRIPTION |
| 4.1 | Each member country shall be responsible for the payment of a subscription as agreed by the General Council. |
| 5 | ORGANISATION |
| 5.1 | For organisational purposes the national representatives forming FEU shall meet as a General Council to direct the business arising from its aims and objectives. |
| 5.2 | The General Council shall meet at least once a year and otherwise as determined by the level of activity necessary to meet the aims and objectives of FEU. |
| 5.3 | The General Council shall accept as chairman a representative of the delegation of the host nation. The chairman's period of office shall commence from the conclusion of the immediately preceding meeting. |

| 6 | HONORARY DELEGATES |
| 6.1 | The Council of FEU may accept as honorary delegates persons who have notably served the FEU |

| 6.3 | Honorary delegates are entitled to take part in all activities of the FEU as advisors. |
CAREER PRINCIPAL FIRE OFFICERS
Permanently employed and/or specialist trained officers who have day to day responsibility for managing municipal/regional/county fire brigades at the strategic level of command
FIRE SAFETY
The activity of understanding the process of combustion including the investigation of fire causes; the relationships between fire and people; the management and education of people as to their reaction to fire; the design of the built environment so as to control and mitigate fire and aid life safety; the use of law and interdisciplinary working between all those involved so as to protect the public from fire and economic loss.
Emergency Situations
Those incidents which present an unacceptable risk to the lives of people, their property (including animals and buildings) and the environment, from the hazards which require the intervention of emergency firefighting and rescue services.
Firefighting and Rescue Services
Immediate response services which are provided to fight fire; rescue, release and help persons trapped under any circumstances, and generally rescue, aid their community by dealing with hazardous materials or situations which may harm people or the environment.
FEU Member European Countries
The FEU Member European Countries are those countries of the European Union and the European Countries which are accepted by the General Council into FEU membership.
EUROPEAN UNION
Those countries forming the EU and those countries whose applications for membership are being considered by the European Commission.

Definitions:
Standing Orders mean the rules that govern the running of meetings. Throughout the Standing Orders, unless the contrary intention is shown, the masculine gender shall be deemed to include the feminine and words in the singular shall include the plural and vice versa.
General Council means the representatives (maximum 3) of the member countries, meeting to direct the business of the Federation.
Simple majority means more than 50% of the Members present at a meeting. In the event of a vote being tied, the vote is deemed NOT to have been carried.
Quorum means the minimum number of members required to be present for valid transaction of business.
The Quorum shall be half the number of full Members (excluding Associate Members) plus one. A meeting cannot commence (and must be suspended or adjourned) if attendance falls below the quorum.
Notice of Motion is a written announcement of an intention to present a motion at a subsequent sitting.
The General Council shall meet at least once a year, in accordance with the Constitution.
The Secretary will communicate Notice of Meetings (normally by email) to delegates from each Member country (normally to those who attended the previous meeting), at least four weeks in advance.
The Agenda and any ‘Notice of Motion’ will accompany notice of the Meetings.
The Chairman of the meeting may alter the Agenda and accept further Notices of Motion, if approved by at least half the members present.
A Notice of Motion must be submitted to the Secretary six weeks in advance of the date fixed for a meeting and, unless it is withdrawn, must be put before that meeting.
The Secretary shall keep minutes of each meting, and shall circulate them to all attending delegates, at least four weeks in advance of the next meeting.
In the event of disorderly conduct by a delegate, any other delegate may move that he should leave the room. To be carried, such a motion requires the support of a simple majority.
Chairman of the General Council means (in order) the nominee of the host nation, or the President, or (in his absence) the Secretary deputising for the President, or a delegate selected by a simple majority.
Voting will normally be by a show of hands, each Member present having one vote. Any Member may request a secret ballot, which the Chairman must allow, if supported a simple majority - by a show of hands.
In advance of any vote, the General Council shall decide (by simple majority), if it is a ‘mater of policy’ (as per the constitution) – in which greater than a 2/3rds majority is required to carry it, or some other matter – in which case a simple majority is required to carry it.
Election of Officers;
Notice of the election of Officers must be given at the meeting prior to the election. The election shall be the last item on the Agenda for the relevant meeting. Nominations for the election of officers shall be submitted to the Secretary at least 4 weeks in advance of the relevant meeting. Members present (excluding Observer Members) shall have one vote per member. In the event of more than two candidates for any office, successive votes shall be taken, eliminating one candidate per vote, until there is only one candidate remaining. In the event of a tie in the final vote, the vote shall be repeated. In the event of a further tie, the election will be decided by the toss of a coin by the Chairman.
Successful candidates shall take up office immediately after the conclusion of the meeting.
Any or all of the Standing Orders may be suspended, if more than 2/3 of the members present approve such a proposal from a Member.
General Council meetings shall not be open to the public. However, any member, if supported by a simple majority, may introduce a guest for all or part of a meeting.
1.1 In accordance with the Constitution, the General Council consists of the representatives of the member countries and is the governing body of the FEU.
1.2 The General Council is required to meet at least once a year and normally meets twice.
1.3 Each year one of the meetings of the General Council will normally be held in a centrally located venue.
2.1 Chairman The President shall be elected by the General Council for a three year period.
2.2 The Secretary shall be elected by the General Council for a three year period.
2.3 To assure continuity periods shall overlap for at least 6 months
3.1 The FEU Executive consist of the following:
- President
- Secretary (from a different country than the President)
- nominee of the previous host member
- nominee of the next host member
3.2 The function of the Executive shall be to assist the President with his duties and to promote the aims and objectives of the FEU. The President, in consultation with the Executive, shall be the official spokespersons of the FEU.
3.3 The Executive is responsible for collation and dissemination of information
4.1 The particular representation agreed by the General Council is shown in Appendix A.
4.2 Member countries of the FEU are encouraged to maintain contact with their national contact (PNNC member) for DG ENV points to the European Union as well as any other national branches of European associations aiming at improving the physical safety of European citizens.
5.1 The General Council shall approve the major FEU projects in progress and maintain a current list of the projects.
6.1 The Executive shall prepare short and long term strategic plans.
6.2 General Council shall approve the plans before implementation.
7.1 The General Council will set the annual membership fee.
7.2 The General Council shall adopt the Secretary’s financial report.
7.3 Consideration will be given to arranging conferences as a source of income.
7.4 The Executive shall recoup costs incurred in connection with its work
